Toastmasters International is a non-profit organization governed by a Board of Directors elected by the membership. The first Toastmasters club was established on October 22, 1924, in Santa Ana, California, by Dr. Ralph C. Smedley, who conceived and developed the idea of helping others to speak more effectively. More clubs were formed, and Toastmasters International was incorporated under California law on December 19, 1932

Omnibus Club Membership Policy

For purposes of clarifying our club's membership policy, the following
enabling rules are being put forward.
As per Article II of the Toastmasters Club Constitution and Article II
of the Bylaws , our Club shall hereto adopt the following Omnibus Club
Membership Policy.
Sec.1. TITLE . These rules and regulations shall be known as the
"Filipino Toastmasters Club (FCT) Omnibus Club Membership Policy:
Sec2. Membership Requirements. While applicable Toastmasters
membership qualifications apply to all seeking to join the Filipino
Toastmasters Club and subject to the nondiscrimination requirements
set forth in Section 1 of Article II of the Club Constitution.
Individual membership in this club shall be restricted to all members
of the Filipino Club.
Sec.3. Voting in Members. Application for individual membership shall
be made on the form provided by toastmasters international. Such
application, accompanied by the initiation fee and applicable dues
shall be returned to the club secretary who shall read it to this
club. The applicant shall be declared elected to individual
membership upon the favorable vote of at least a majority of the
active individual members of this club present and voting at a
business meeting of the club membership.
Sec.4. Voting Out Members. In the same manner that members are voted
in, they can be voted out of membership upon the recommendation of the
executive committee and approved by two thirds, of the active
members as prescribed under Article III, Section 8 of the
Toastmasters International Bylaws. Due process however, shall be
insured at all times and the subject member be
given opportunity to defend himself.
Sec 5. Classification of members. Members of the Filipino
Toastmasters Club shall be classified as follows:
a) Active members are those who are attending meetings regularly,
performing club and meeting roles diligently and whose dues are
current with Toastmasters International and the Club.
b) Inactive members are either elected or requested as provided forth
in Article II, Section 4 of the Toastmasters club constitution.
c) Honorary members are any qualified person elected as such by the
active members of the club as provided forth in Article II, Section 5
of the Toastmasters Club constitution.
Sec.6. Full Rights of Active Members. Active individual members
shall be entitled to all rights and privileges of this club, and all
individual members shall share in its responsibilities. These
responsibilities shall include support of its purposes and
constructive contribution to its program
and activities.
Sec.7 . Limited Rights of Inactive and Honorary Members. Inactive and
honorary individual are not eligible to serve in any club office. They
are not entitled to places on the regular speakers but may serve as
substitutes, when requested by the club Vice President Education.
They may also serve as evaluators.
They shall not be counted toward a quorum of the club membership and
shall not participate in speech contest. They shall be billed and any
club dues fees and dues.
Sec . 8 . Inactive Membership. Inactive individual membership is
provided as follows:
a) An active member automatically becomes inactive if he/she misses
three (3) consecutive meetings without cause. The secretary shall
inform the club during the business meeting that such members are
already inactive. The vice President Membership shall inform the
member that he is inactive.
Inactive individual shall have no voting privileges, shall not hold
office, shall not be counted toward a quorum of the club membership,
and shall not participate in any contest, however the club shall
continue to assess him of his Club dues.
Members who become inactive because of three (3) consecutive absences
without cause shall automatically be restored to active status on
the second meeting he shall attend after having been placed in
inactive status.
b) A member who requested to be inactive due to unavoidable
circumstances or personal reasons will be automatically restored
with all his rights on the first meeting he shall attend.
These members shall continue to pay their club dues including the per
capita payment to Toastmasters International excluding the monthly
operational expense.
c) An active member who fails to deliver a speech in three (3) months
will be declared technically inactive by the executive member and
shall not be allowed to participate in any contest until he shall
deliver a manual speech prior to the contest meeting.
d) Any active member who fails to renew his semi annual dues and are
currently under grace period shall automatically become inactive until
such time he shall settle his dues provided however that the member is
actually in active status prior to this.
e) Any active member who shall incur fifteen (15) Bahrain Dinars in
arrears shall automatically become inactive and all his rights
suspended. He shall also not be billed for any dues after. He shall be
restored to active status as soon as he settles his dues and upon the
report of the Treasurer during the business meeting, provided, however
the member is actually in active status prior to his delinquency
otherwise pertinent rules herein provided shall apply.
Sec.9. Honorary Membership. Honorary individual membership maybe
conferred upon any qualified person by the favorable vote of at least
two thirds of the active individual members of this club at a club
business meeting. Such membership shall be restricted to persons whose
activities and public statements are consistent with the purposes of
Toastmaster International.
Honorary individual members have no voting privileges, shall not hold
office, shall not be counted toward a quorum of the club membership,
and shall not participate in speech contest. Honorary individual
members shall be exempt from all club fees and dues, and their per
capita payments to
Toastmaster International shall be paid by this club.
Honorary membership are effective for six (6) months and maybe renewed
and extended as long as the club so desires in accordance with the
procedures provided herein.
Sec. 10. Retention of Members. Prior to the finalization of a semi
annual report, the Executive committee shall review the performance
and status of every member and shall vote to retain or drop from the
roll members. Two thirds of all active members shall vote to ratify
members who shall be dropped from the roll. The final membership roll
to be submitted for the semi-annual report shall then be approved by a
majority of the active members.
Members maybe expelled suspended or declined to be renewed of Club
membership based on the following:
a) Members who do not support this club's purposes.
b) Members who do not constructively contribute to this club's program
and activities.
c) Members who act in a manner inconsistent with standards of conduct
set by this club or by Toastmasters International.
d) For other just cause.
Sec. 11. Recognizing Member Achievement. The club shall adopt the
following recognition programs for member achievement.
a) Outstanding Toastmaster shall be conferred to all active members
who have contributed in realizing the club goals during the year, best
represented the club in Toastmasters event and functions in all levels
and best applied lessons learned in Toastmasters outside the club.
b) Toastmaster of the Year shall be conferred to an Outstanding
Toastmaster who shall top the list of Outstanding Toastmasters.
c) Longevity Award shall be given to active members who have stayed
with the club for not less than five (5) years and maybe given to this
members every year thereafter as long as they remain active members.
d) Spirit of Success Award shall be given to any active members who
shall display excellent communication and leadership skills as
determined by the Executive Committee.
e) Enthusiasm Award shall be given to any new members who shall
display inspiring commitment to the club and the programs of
Toastmasters International upon the successful completion of the new
members first three (3) speeches in the Competent Communication
program and at least one (1) project in the Competent Leadership
program.
Sec . 12. Separability Clause. If any provisions of this Omnibus
Club Membership Policy shall be declared null and void, the same shall
not affect any other provisions.
